Charging an 18V Elec Chain Saw

I bought the small B&D portable battery chain saw, but when I charge it it will only hold for about 10 minutes of med to heavy cutting - barely!

I have bought a new chain saw, 18V Electric. I charged the battery over 9 hours originally, then used it and recharged it. It will only last for about 10 minutes of cutting. Also the red light on the charger will never turn green, which I assume is the common method to know the battery is charged. Can anyone help?
